Project Manager in Circular Economy

Do you want to work practically with circular economy and help create smarter collaborations between companies where resources are utilized instead of becoming waste? We are now looking for a project manager to lead a regional feasibility study in industrial symbiosis, with a particular focus on circular residual flows from the steel and metal industry.

Responsibilities

In 2026, we will conduct a feasibility study aimed at identifying and proposing practical solutions that enable circular flows between companies and other actors. The work is based on the principles of industrial symbiosis, where one actor's residual flow can become another actor's resource. The focus is on reducing landfill, utilizing valuable by-products, and creating conditions for long-term collaborations between industry, academia, and the public sector.

As a project manager, you will have operational responsibility for planning, implementing, and compiling the feasibility study. The role combines qualified analytical work with active dialogue and facilitation between different actors. You will work independently but in close collaboration with project owners, steering groups, and reference groups.

Your responsibilities include:

• Leading and implementing the project according to the established plan and timeline
• Mapping residual flows (primarily steel and metals) through interviews, data collection, and analysis
• Identifying technical, economic, organizational, and logistical barriers and opportunities
• Initiating and facilitating collaboration between companies, academia, and the public sector
• Planning and leading workshops, meetings, and dialogue processes
• Documenting and analyzing results and producing reports and decision-making materials
• Proposing next steps, such as pilot projects or continued collaboration forms

About the workplace

As an employee in the Energy and Climate Unit, you have plenty of expertise available as support. We work, among other things, with support to municipalities and other regional actors, project management, handling of financial support, and creating arenas for knowledge and collaboration. We also have responsibility for the agency's environmental goal follow-up and internal environmental management. We have a good collaborative climate in the unit, and we all strive to achieve results while ensuring that everyone in the group feels well!

The County Administrative Board's offices are centrally located, close to the train station, in Västerås.

Qualifications

• Relevant higher education, for example in environmental/sustainability, industrial economics, materials technology, or equivalent
• Experience in project management or qualified investigative work
• Very good ability to express yourself verbally and in writing in Swedish

Meritorious:

• Good understanding of circular economy, resource flows, or industrial processes
• Knowledge of environmental legislation and waste regulations

Personal qualities

You have a structured and proactive approach to your work. You have the ability to build trust and collaborate with different types of actors. The role requires you to have good analytical skills while working solution-oriented.
